Gaston Boisson, CBCP (Email)
Director, Business Resilience Services

Mr. Boisson manages the Business Resilience Services Division of BDA Global and assists as a project manager and Subject Matter Expert on consulting engagements. He is a Certified Business Continuity Professional with the Disaster Recovery Institute International and has developed robust Continuity of Operations Plans for numerous federal and private sector clients. Mr. Boisson has led multiple successful organizational improvement engagements, and has developed business continuity plans for large organizations including the Federal Deposit Insurance Corporation, the American Psychological Association, and the Department of Veterans' Affairs. He has spoken to numerous business and community groups about the importance of effective business continuity planning and is recognized as one of the nation's leaders in the field of business continuity. Mr. Boisson currently serves on the Association of Contingency Planners (ACP) corporate board as Director of International Chapters and was formerly a two-term President of the DC and Mid Atlantic Chapter of the ACP, the largest and most prominent organizations for professionals involved in emergency preparedness and continuity of operations planning in the United States. Mr. Boisson earned his BA in Accounting from the George Washington University and speaks French.


Linda Kleckner (Email)
Director, Process Improvement Services

Ms. Kleckner manages process-reengineering projects and has significant expertise in E-Government, Customer Relations, Human Resource Planning, and Business Resilience Planning. She is an attorney by training with two law degrees, including a Masters in contracts law. She has worked as a senior executive at two fortune 500 companies and also as a member of the Senior Executive Service in the US Federal Government. Linda's experience includes serving as a Senior Vice President at American Express, where she headed the top-rated credit card call center in the US. She also has in-depth knowledge of the consumer financial services industry, having served as a top regulator of a Federal financial regulatory agency. In the 1990's Linda served as an appointed advisor to the Consumer Advisory Council to the Federal Reserve Board, which directly advises the Board of Governors of the Federal Reserve System. In the 1980's, Linda also served as Chief of Staff at Citigroup where she maintained responsibility for day-to day operations. Ms. Kleckner has an undergraduate degree in Philosophy and Anthropology from the State University of New York, a law degree from the American University Washington College of Law, and a government contracts law degree from George Washington University.


Ron French, CBCP (Email)
Director, Governmental Resilience Services

Mr. French has vast experience in developing, implementing, and testing emergency management plans, for public and private organizations. Over the past 20 years he has developed dozens of emergency management and contingency plans, for a number of agencies within the US Department of Defense and for the White House. His experience includes developing Department of Defense (DoD) business continuity and disaster recovery program and policies, and overseeing worldwide emergency management planning for Defense Department human resource operations, staff, facilities, equipment, and associated automated data systems. He also regularly trained White House security and contingency management personnel on details and objectives of prescribed Federal, DoD, and private industry contingency management practices. Mr. French is a Certified Business Continuity Professional (CBCP) with the Disaster Recovery Institute International and has had a successful career at brining his clients to the point of effective preparedness. Mr. French earned his Bachelor of Business and Administration in Personnel Management, Saint Mary's University. Mr. French speaks Spanish.


Chris Shiplett (Email)
Technical Director

Mr. Shiplett is the architect of the "CONTINUUM" Business Impact Analysis and Business Continuity Planning Software and manages the tool's operations and ongoing enhancements. As a software developer, he served as lead engineer for three large web-based software development projects for the Department of Defense over the last five years. These projects include the development of a Content Management Portal for the US Army and the design and development of a requirements management system for the US Marine Corps. In addition, he led development of a production system for the above mentioned pilot, expanding the scope of the user base to the entire Marine Corps. Mr. Shiplett received his undergraduate degree in English from Mary Washington College and his law degree from George Mason University.


David Benish (Email)
Senior consultant, Business Resilience Services

Mr. Benish has over nine years of experience in the fields of Business Continuity Planning, Disaster Response, and IT. He recently completed development of a full-lifecycle Continuity of Operations Plan (COOP) and a maintenance, testing, and training program at the Defense Supply Center of Philadelphia. Mr. Benish has strong IT Management and Project Management experience through tenures at ECRI, Exelon and Wachovia. He holds a Secret Security Clearance.


Jessica Blond (Email)
Senior Consultant, Business Resilience Services

Ms. Blond is a BCP consultant at BDA Global and an integral part of its Business Resilience Services team. Recently, she has been working on several highly analytic projects including working on developing a contingency strategy for PCS Nitrogen, a BCP GAP Analysis for the Office of Thrift Supervision, the development of a complex tabletop BCP exercise for the National Weather Service, and supporting BCP planning at the Defense Logistics Agency. She is also part of the BCP training team and has helped train more than 300 businesses in Central America and the Caribbean in 2007. Ms. Blond received her undergraduate degree in International Affairs from Georgetown University and her Masters degree in Development Management from the London School of Economics. Ms. Blond speaks Russian and French.


Michael Herren (Email)
Business Development Specialist

Mr. Herren has several years of international experience in building team and client relations in the public and private sectors. He speaks fluent Spanish and has travelled extensively in Latin America and Europe. Mr. Herren's diverse background includes experience in government services, real estate, transportation, and corporate development. He also previously served as an aide to Congressman James Oberstar, where he researched and analyzed transportation policy and issues. Mr. Herren received his undergraduate degree in History from Hamilton College and is currently a candidate to receive his MBA from George Washington University.


Bill Kmetz (Email)
Senior Manager - Government Resilience Services

Mr. Kmetz is a security, emergency management, and BCP expert who serves as a senior subject matter expert for BDA Global. Mr. Kmetz develops and conducts serial tabletop exercises and provides training to government, non-profit, and for-profit organizations in the United States and abroad. As the Federal Deposit Insurance Corporation's (FDIC) Assistant Director, Division of Administration, Mr. Kmetz directed physical and personnel security programs as well as business continuity/disaster preparedness and transportation management programs.


Valerie Jaffee (Email)
Senior Consultant - US and Latin America

Ms. Jaffee is a senior BCP consultant and systems analyst with significant expertise in telecommunications, information technology, and disaster recovery. She also works with state and local governments to establish frameworks for defining and developing emergency plan procedures and business continuity recovery plans. Ms. Jaffee performs private sector and government business impact analyses internationally, and has developed business process focused contingency plans that include highly technical recovery requirements. Ms. Jaffee received her MBA in Finance from the University of Southern California, Los Angeles, and a Diploma in Business Policy from the London School of Economics. She received her BA in Asian Studies/Languages from Dartmouth College. Ms. Jaffee is fluent in Spanish and French.


Gullermo Llamas, CISA, CCRE, CISM (Email)
Senior Consultant - Latin America

Mr. Guillermo Llamas Salcedo, CISA, CCRE, CISM, ITIL is an expert in business resilience planning including IT Governance, Security, Control & Audit, and continuity of operations planning. In his almost 20 year career, he has designed, reviewed and deployed strategies for dozens of clients to secure their technological platforms, develop redundancies for technical continuity, and develop plans to ensure operational continuity. As a business resilience professional his focus has been on Business Processes, Enterprise Risk Management, IT Governance, Security, Control and Audit as well on Information Technology implementation and innovation strategies. Mr. Llamas is founder and current president of the Association of Contingency Planners' Mexico Chapter. He holds a BSc in Computer Science (Inform�tica 87'), and graduate studies in International Trade (91') and Local Area Networks and Telecommunications (94') from the Universidad Anahuac. He also holds multiple International Certifications; CISA - "Certified Information Systems Auditor" and CISM "Certified Information Security Manager" from ISACA "Information Systems Audit and Control Association"; CCRE � "Certified Computer Room Expert" from ICREA "International Computer Room Experts Association"
